Massachusetts State Building Code Commission.
  Agency history record.
 
  The State Building Code Commission (its official name), was
established within the Dept. of Community Affairs by St 1972,
c 802, replacing the Board of Standards of the Dept. of Public
Safety, abolished as of 1973 (ss 5, 72).  The commission was
charged with adopting and promulgating a state building code.
It was to hold hearings, study laws relating to building
construction, safety, and energy conservation; and review
interpretations of the state building code.
 
  In addition the commission served as the State Building
Code Appeals Board, hearing grievances and considering appeals
made against state and local agencies charged with enforcement
of the state building code.
 
  The commission was abolished by St 1984, c 348, s 2
(repealing MGLA c 23B, ss 16-23), which transferred its powers
and duties to a State Board of Building Regulations and
Standards in the Executive Office of Public Safety.

  Summary: From 1972 to 1984 the State Building Code
Commission was responsible for promulgating and amending the
state building code.  In addition the commission acted as the
State Building Code Appeals Board, conducting hearings to
consider appeals of decisions that had been issued by local or
state agencies responsible for enforcing the state building
code.  Appeals Board case files were created for each appeal
made to the board.  Files contain correspondence; memorandums;
legal briefs; lists of documents created for case; and
applications for and notices and accounts of hearings; also
building plans, photographs, and notes.  Information includes
names of appellant and legal counsel, date and location of
hearing, persons present, nature of appeal, and board's
decision.  Parties making appeals include individuals,
business firms, and schools; most appeals relate to waiving
provisions of the state building code.

Massachusetts Housing Partnership.
  Agency history record.
 
  The Massachusetts Housing Partnership was created by Gov.
Michael Dukakis in 1985 to increase availability of affordable
housing through a working collaboration among public, private,
and nonprofit sectors.  Operating within the Executive Office
of Communities and Development, it disburses monies through
the Massachusetts Housing Partnership Fund authorized by St
1985, c 405, s 35, for contracts, grants, and loans.  Programs
thus financed are designed to produce housing and to broaden
opportunities for home ownership among those of low and
moderate income, to produce housing for those with special
needs, and to aid in reclaiming abandoned properties for use
as housing.

  Summary: The Massachusetts Housing Partnership was created
in 1985 within the Executive Office of Communities and
Development (EOCD) to increase availability of affordable
housing through a working collaboration among public, private,
and nonprofit sectors.  In conjunction with other EOCD
programs it operated the Municipal Advance Program (MAP), to
fund predevelopment services to communities with local housing
partnerships for affordable housing.  Series was created to
monitor grants awarded under the program.

Boston Housing Authority.
  Agency history record.
 
  The Boston Housing Authority (BHA) was established by order
of the Boston City Council on Oct. 1, 1935, pursuant to St
1935, c 449, s 5, which empowered cities and towns of
Massachusetts to establish housing authorities.  Such a body
is responsible for providing decent, safe, and sanitary
housing for families unable to afford housing without public
subsidy and for clearing substandard, decadent, or blighted
open areas under the provisions of MGLA c 121B.  To carry out
these responsibilities BHA develops and manages housing
projects and leases housing when necessary.  It also performed
the functions of an urban redevelopment authority until such a
body was established separately pursuant to St 1957, c 150.
 
  Housing authorities in Massachusetts are "bodies public and
corporate" in that although they are created and their members
appointed by a combination of municipal and state officials,
once established they are managed, controlled, and governed by
their members.  Generally the authority's board of
commissioners sets overall policy while the administrator and
staff make recommendations to the board and carry out its
daily operations.  The autonomy of housing authorities,
including BHA, is limited by the fact that their operations
are funded and regulated by two supervisory agencies: the U.S.
Dept. of Housing and Urban Development for federally-assisted
housing and the Massachusetts Dept. of Community Affairs for
state-assisted housing.
 
  The management and governance of BHA has deviated from that
of other housing authorities since 1975, when BHA was sued in
Boston City Housing Court by a group of BHA tenants,
represented by Greater Boston Legal Services, over poor
conditions in housing projects under the authority's control. 
As the result of a ruling in favor of the tenants, a
court-appointed master prepared a report listing
recommendations that provided the basis for a consent decree
signed in 1977 by BHA, Greater Boston Legal Services, and the
Boston Public Housing Tenants Policy Council.  The decree
detailed a series of improvements that BHA was to make over
the course of three years.  The master, responsible for
monitoring BHA's compliance with the consent decree, gave
approval for all major decisions made by the BHA board and
administrator.  In 1979 the judge ruled that BHA had failed
satisfactorily to fulfill the terms of the consent decree and
BHA was placed in receivership, with its board of
commissioners and administrator being replaced by a
court-appointed receiver.  Since 1990, when the receivership
ended, BHA has been directed by an administrator whose
activities are reviewed by a nine-member monitoring committee
appointed by the mayor of Boston.

  Summary: Since 1935 the Boston Housing Authority (BHA) has
been responsible for planning, building, and managing housing
for low-income families and the elderly in Boston,
Massachusetts, with financial assistance from state and
federal agencies.  As the result of a suit brought against BHA
in the Housing Court of the City of Boston, the court in 1975
appointed a master to oversee BHA's management.  Consent
decree files of the court-appointed master were created and
maintained by the master in carrying out responsibility for
monitoring activities of BHA in accordance with provisions of
a consent decree signed in 1977.
 
  Files contain correspondence, memorandums, reports, work
plans and subplans, hearing testimony, and court documents,
reflecting interaction of all parties to the decree and
relating to virtually all activities of the authority
including management, maintenance, and modernization of
housing projects; new public housing; personnel practices;
purchasing and central stores; tenant selection and evictions;
legal and administrative services; finances; and data
processing.

indicating actions taken or modifications made to the decree;
miscellaneous files relating to labor contract negotiations
and settlement of disputes among consent decree parties;
transcripts of hearing testimony and other hearing files;
evidence gathered during discovery by Greater Boston Legal
Services (plaintiff in the case); notices sent by the master
to consent decree parties; initial and final reports prepared
by BHA and the master at regular intervals to monitor BHA
compliance with sections of decree; responses or objections to
reports by consent decree parties; and detailed work plan
submissions, resubmissions, and progress reports submitted by
BHA to comply with stipulations of the decree.  Also included
is background information on the consent decree and BHA.

federal agencies. Until 1980, when BHA was placed in
receivership, overall policy- and decision-making power was
vested in its board of commissioners, while responsibility for
daily administration was vested in an administrator and staff. 
The administrator attended regular meetings of the board where
decisions were made.  Central BHA board meeting files,
maintained by the BHA administration, consist of agenda items
submitted to the board by the administration for consideration
at its meetings, as well as copies of meeting minutes.
 
  Agenda items include memorandums recommending actions that
were submitted by BHA administrators as well as correspondence
and memorandums submitted through the BHA administration by
federal and state housing officials, tenant organizations, and
other community and advocacy groups.  Each item contains
annotations indicating date of meeting where item was
considered or voted on, and if voted on, whether approved. 
Minutes of meetings record date and location, names of persons
present, and summary of votes and actions taken by board.

prepare and revise a master plan for the physical development
of the Commonwealth. St 1941, c 466 transferred to the board
the powers and duties of the Division of Metropolitan Planning
of the Metropolitan District Commission.  St 1953, c 409, ss
1-2 replaced it with the Division of Planning in the Dept. of
Commerce (renamed Dept. of Commerce and Development per St
1964, c 636, s 1).  St 1987, c 525 replaced that department
and its divisions with the Massachusetts Office of Business
Development.

  Summary: The State Planning Board was established in 1935
to be responsible for a physical development master plan for
the Commonwealth. In fulfilling this function it had these
municipal maps prepared by the federal Works Progress
Administration (W.P.A. project no. 13684).  Each municipality
has maps for (1) topography  (2) roads and bridges  (3) land
utilization  (4) soil classification  (5) roads and waterways.
 
  Transferred to Archives from Dept. of Public Works, 1980.
