Massachusetts. Valley Forge Military Monument Commission.
  Agency history record.
 
  The governor and council were authorized by Resolves 1906,
c 105 to study the feasibility of building monuments at Valley
Forge Park in Pennsylvania, or at any other prominent
battlefield, to commemorate the action of Massachusetts troops
who took part in the Revolutionary War. In 1910 the
legislature appropriated the funds for a monument to be
erected at Valley Forge under the direction of a commission of
three to be appointed by the governor (Resolves 1910, c 103). 
A preliminary report of the resulting Valley Forge Military
Monument Commission was submitted to the governor by the
chairman, retired Brigadier General Philip Reade, U.S. Army. 
The design for the monument was approved by the Massachusetts
Art Commission on December 16, 1910, and the dedication at
Valley Forge took place on November 18, 1911, ending the work
of the commission.

  Summary: The administrative files of the Valley Forge
Military Monument Commission document its activity in
organizing a memorial to Massachusetts Revolutionary War
heroes who served at Valley Forge, Pennsylvania, in 1777-
1778.   The files include the preliminary report of the
chairman to Governor Draper containing a historical
compilation of the records and actions of the Massachusetts
regiments serving under General George Washington at Valley
Forge, including short biographies of all field officers and
recommendations for the design of the military monument to be
dedicated to the brigades of generals John Glover, Ebenezer
Learned, and John Paterson.  Sources for the history and the
biographies are listed.  The files also include facsimiles of
maps of the encampment; photographs of the memorial site;
etchings of Revolutionary leaders, photographs of
Massachusetts memorials to these leaders and of memorials
already erected at Valley Forge to the three Massachusetts
brigades; correspondence from the commission (1910-1911)
concerning the site selection, the acceptance of the design,
and the construction of the monument; a list of persons
attending the dedication; and clippings about the dedication
from Pennsylvania newspapers.

Massachusetts. State House Construction Commission.
  Agency history record.
 
  St 1889, c 394 provided for appointment by the governor of
three state house construction commissioners, soon thereafter
referred to as the State House Construction Commission, to
oversee alterations and construction of an addition to the
State House on its north side (replacing the Bryant addition
of 1853- 1854--see: Massachusetts. Commissioners for the
Enlargement of the State House).
 
  When the addition was completed in 1895, the commission
continued in charge of preservation and restoration of the
State House generally, as mandated by St 1896, c 531 and St
1897, c 470. The commission submitted its final report and
resignation in May 1905.

abolished by St 1916, c 17 and its powers and duties
transferred to the State House Commission, which saw

Survey of Massachusetts.
  Agency history record.
 
  The governor and council commissioned a survey of the
Commonwealth in 1830 in order to prepare an accurate map of
the state (Resolves 1829, c 58). Originally the survey was to
have had two components, trigonometrical and astronomical.  A
third component, a geological survey, was added by chapter 18
of the Resolves of 1830.  A preparatory step to the survey was
legislation (Resolves 1829, c 50) requiring towns to survey
their territory and submit maps to the secretary of the
Commonwealth.
 
  The trigonometrical, astronomical, and geological surveys
were carried out each by its own field team working separately
and reporting directly to the governor.  When field work was
completed the surveyors calculated and prepared data to be
used in the state map.  Robert Treat Paine worked on the
astronomical observations from 1831 to 1838.  Triangulation
work for the trigonometrical survey was begun in 1831 and
completed in 1838.  Further field work was carried out until
1840 on a traverse survey of roads to refine information on
town survey maps.  James Stevens and then Simeon Borden were
in charge of the trigonometrical work.  The geological survey
was conducted by Edward Hitchcock from 1830 to 1832.  An
initial geological report was issued in 1832 and a complete
report in 1833.  A second edition of the report was issued in
1835.
 
  In 1837 (Resolves 1837, c 73) a further geological survey
was commissioned, which was to include an investigation into
coal and mineral resources in the state and to analyze soil
for agricultural purposes.  The requirement of a soil analysis
was repealed in 1841 (Resolves 1841, c 14).  A final report on
the second geological survey was issued that year.  The survey
as a whole has been referred to as the "Borden Survey" after
Simeon Borden; the geological survey has been referred to as
the "Hitchcock Survey" after its researcher, Edward Hitchcock.
 
  Calculations from trigonometrical measurements and
astronomical observations were used to establish geographic
positions throughout the state.  The calculated latitude and
longitude of these positions were used to provide data for a
map of the state, to establish a base for future surveys, and
to provide information to surveyors measuring town boundaries. 
Engineers and surveyors working on private projects such as
mapping real estate plots or laying out railroad routes would
also be able to use the base points.  Mariners would be able
to use points along the coast for improved navigation and
astronomers would be able to use corrected data for their
observations.  A table of bearings, distances, latitudes, and
longitudes from calculations of the astronomical and
trigonometrical surveys was published in 1846 to provide easy
access to those wanting to make use of the data.
 
  The astronomical, trigonometrical, and geological
information was ultimately incorporated into a state map. 
Simeon Borden oversaw the work of projecting the map.  A
contract was put out for the engraving of plates needed to
publish the map (Resolves 1841, c 43) and the survey office
was closed by April 1842. A contract for the publishing of the
map was authorized in 1844 (Resolves 1844, c 69).

  Summary: A survey of the Commonwealth was commissioned by
the governor in 1830 to prepare an accurate map of
Massachusetts.  For the trigonometrical phase of the survey,
teams took angle measurements from primary and secondary
stations as recorded in these field notebooks.  From the
measurements, the exact location of these stations could be
calculated.  Information recorded in the field notebooks
includes year, location and description of station, observed
angles A-F, and observed angles after eight repetitions.
 
  Preservation of the notebooks was required by Resolves
1834, c 73.

Massachusetts. Cambridge Bridge Commission.
  Agency history record.
 
  The Cambridge Bridge Commission was established, pursuant
to St 1898, c 467, to administer construction of a bridge
spanning the Charles River between Boston and Cambridge, to be
known as the Cambridge (later Longfellow) Bridge. The
commission consisted of the mayors of Cambridge and Boston and
their joint appointee.  The bridge, originally conceived as a
drawbridge, became the first fixed span bridge on the Charles
River (St 1899, c 180), and was intended to accommodate all
forms of travel including private cars and elevated cars of
the Boston Elevated Railway Company.  (An additional
commission responsibility was the rebuilding of the Soldiers'
Field (now Larz Andersen) Bridge, also across the Charles
River between Boston and Cambridge, pursuant to St 1904, c
412.) The termination date of the commission is unknown, but
there are no surviving documents using its name (alternatively
Boston and Cambridge Bridge Commission) after 1912. 
Responsibility for replacing or rebuilding Charles River
bridges in the Metropolitan Parks District (Boston and
surrounding communities) was assigned by St 1910, c 628 to the
Metropolitan Park Commission.

1898 to administer construction of a bridge spanning the

Cambridge (later Longfellow) Bridge.  St 1898, c 467, s 10
provided for the Supreme Judicial Court to appoint
commissioners to determine proportion of construction costs to
be paid by the Boston Elevated Railway Company equally to
Boston and Cambridge.  Series was created to prepare for and
record commission hearings.
 
  Files contain transcript of hearing (1909) and of hearing
on motion to reopen (1910); notes; and exhibits, including
blueprints, plans, printed photographs, technical data on
bridge structure and construction, cost estimates, and lists
of expenditures.

Massachusetts. Commissioners for the Enlargement of the State
House.
  Agency history record.
 
  St 1853, c 191 provided for appointment by the governor of
three commissioners to superintend construction of a
fire-proof addition to the State House on its north side. 
Plans for this addition followed on those submitted to the
legislature by a committee appointed pursuant to Resolves
1852, c 99 (1853 S 59).  At the completion of the project
responsibility for the addition was to be transferred to the
sergeant-at-arms (Resolves 1855, c 81); transfer was attested
to by commissioners in their final report of Jan. 1856 (1856 S
8). The legislature voted not to continue the commission
(House Journal, Feb 12, 1856; Senate Journal, Feb 14, 1856)

Plans showing completed work were submitted with a report to
the legislature (1854 S 76) which was followed by legislation
authorizing completion of the project (St 1854, c 462). 
Included are elevations and floor plans prepared by architect
Gridley J.F. Bryant showing enlargement as completed by Mar.
1854.  There is also an apparently complete set of earlier
floor plans by Towle & Foster, architects made to accompany
the report (1853 S 59) of an 1852 legislative committee (See:

activities, actions, and conversations as part of a daily
journal, Feb.-Dec. 1855.  There are also a final report and
statement of space allocation, addressed to the legislature in

  Vol. 4 (1853-1855) contains financial records, arranged
chronologically by first entry in account.  Information
usually includes certification by architect that contractor is
entitled to payment, statement of payment to be made, and
statement of completed payment.  There is also a chronological
list of payment transactions.

Massachusetts War Memorial Commission.
  Agency history record.
 
  Pursuant to St 1930, c 411, the Massachusetts War Memorial
Investigating Commission, consisting of gubernatorial and
legislative appointees, was established to consider and report
as to construction of a further memorial to men and women of
Massachusetts serving in all wars.  Their reports to the
General Court were submitted as 1931 H 4 and 1931 H 1306. 
Resolves 1931, c 21 revived the commission with another set of
appointees, known as the Massachusetts War Memorial
Commission, to further report and to procure a memorial design
by conducting a competition among architects of Massachusetts.
Their report was submitted as 1932 H 300.

  Summary: The Massachusetts War Memorial Commission,
established in 1930 as the Massachusetts War Memorial
Investigating Commission and revived in 1931, was mandated to
conduct a competition among Massachusetts architects to
procure a design for a memorial to Massachusetts men and women
serving in all wars. Series consists of designs generated by
the competition.  Large scale presentation drawings for the
proposed memorial include site plans, renderings, sections,
elevations, and floor plans.  Drawings are unsigned.
 
  Duplicate numbering with many gaps indicates ca. 100
drawing sets originally submitted.

  Resolves 1909, c 113 provided for a joint board from the
Board of Railroad Commissioners, Board of Harbor and Land
Commissioners, Boston Transit Commission, and the Metropolitan
Park Commission, to continue investigations by a
gubernatorial/Boston municipal commission authorized by
Resolves 1907, c 108.
 
  That commission was charged with considering issues of
public works, highways, traffic control, and location of docks
and terminals in the Boston Metropolitan District.  A
preliminary report (1910 S 27) by the 1909 board was made to
the General Court as mandated.  The final report (1911 H
1550), as mandated by Resolves 1910, ss 112 and 134, dealt
with construction and subsequent ownership of a tunnel between
North and South Stations in Boston, and electrification of
standard gauge railroads; also with construction of a highway
between Wellington Bridge, Somerville and Massachusetts
Avenue, Cambridge.

  St 1895, c 291 provided for a three-member gubernatorial
commission to investigate improvement of docks, wharves, and
terminal facilities for the Port of Boston.  Issues to be
examined included public ownership and control; if adopted,
acquisition of waterfront, funding, agency for construction;
state control of Boston harbor flats not owned by the city;
changes to railroad terminals and grade crossings; present
loss of business because of freight or wharfage charges. 
After a preliminary report (1896 H 650) was issued, Resolves
1896, c 68 extended the deadline for a report to the General
Court from Feb. 1896 to Jan. 1897 and ended the commission's
authority as of April.

  Summary: Resolves 1935, c 50 authorized the Metropolitan
District Commission (MDC) and the Dept. of Public Works,
acting as a joint board, to investigate the laying,
construction, reconstruction, or maintenance of various ways,
bridges, beaches, and recreational facilities in the Boston
metropolitan area. The board's report, filed with the General
Court on Dec. 4, 1935 (1936 S 100), was accompanied by these
plans, made by the MDC's director of park engineering.
 
  Plans include proposed extensions and widening of the
Woburn Parkway, proposed widening and reconstruction of roads
abutting the Middlesex Fells Reservation in Medford and
Stoneham, proposed roadway along Gravelly Creek from the
Mystic River to Fellsway East, proposed bridge over the
Charles River near Myrtle Street in Watertown, plan for land
between Winthrop Parkway and the easterly side of Endicott
Avenue, proposed beach and bath house at Houghton Pond, Blue
Hills Reservation in Milton, and bathing beach and bath house
above the Watertown Dam.  Also included are photographs of
bathers and facilities at Houghton Pond in Milton, Charles
River at Cambridge, and Charles River at Waltham.
